Yes.
You will need a bill of sale. And ten dollars.
The bill of sale must include the sellers address.

Correction: NO ! I just realized the year. You must have a title for anything less than 15 years old.

you would have to ask your DMV, but most likely no, because you need a title to get a plate in the first place.
