The bacterial infection mentioned in the previous answer is Columnaris, usually referred to as "cotton mouth disease" or "mouth fungus" because of it's appearance. The best treatment for this is Furanace (generic name Nifurpirinol).

It starts as a white cottony area, but as it progresses, the red ulceration appears at the center.

The bubble is just a muscle, There shouldn't be any air in it like a balloon. If there is, something's wrong with your goldfish. The bump is a natural thing with that breed of goldfish, ans is nothing to worry about.

white stuffs? it's mouth fungus, but despite its name it's caused by bacteria. and those redness might be the serious infection! you can go to the pet store and get some medicines for the fish.
and clean the water in your tank, to get rid of the bacteria, ok?
you said its the bubble headed goldfish huh? well, their species are the most vulnerable (0,7% chance of lfe during fry) so i'm not saying you should but next time get an oranda which is much stronger.
hope this helps!
