It is called a laurel wreath. It was awarded in ancient Grecian states to victors in sports, poetic contests and military battles. In ancient Rome it was awarded to military. It is now considered a symbol of victory and it is still awarded in cyclists contests (among others).

It's a crown. Specifically a laural crown.
It symbolizes the king. coming from the Apollo who wanted Daphne who was chaste and she turned herself into the laural tree to stay chaste and he still loved her so he declared the laural to be his sacred tree.
Wearing the laural was supposed to provoke blessings from Apollo who was the Greek sun god of order harmony and civilization, so the man who would rule over these things should wear the larual crown right?
