can i really get lapras in sliph .co building? if i can which floor has it?

Go to Floor 3 after you have gotten the key card and unlock it. Then head to the first warp pad you see. Face Gary here and then talk to the man there and he'll give you Lapras.

you can get laparas in the silph.co building but i'm not sure when you get it. if i am correct the possibilities are:
The area where you fought your rival, there will be a guy, talk to him and he'll give you a laparas(either before or after you beat giovanni and save silph.co president) hope this helps you
