Yo CHuleta, yeah you valley girl, I grew up in Newark Nj during the race riots b and never been to the valley sister. You get me. I know whats up sister dont you dare insult white people by assuming we all grew up rich and priveledged. You have alot to learn. Now go back to the valley like ok totally you goofus.

This is baffling to me as well. My theory is that the people who do this have no control in their lives and will seize any opportunity to exert some sort of control even extending to parking/standing their vehicles in the middle of the streeet for conversation or cab service when they could very well pull over the curb. In fact, I had one such person say that I better not hit them, to which I replied that it would not be me that hit them but rather my two ton vehicle which would surely do more damage than I could personally do.

Okay and I'm Puerto Rican and the answer to your question is I see African Americans, Caucasian, Hispanic/Latinos do it all the time, it usually happens in their territory. I think it's a respect thing like I am going to take my time crossing the street unless you want to get out of the car and do something about it. I take it you're Caucasian.
Addendum: I guess it common in da hood not in the valley "Like totally"

its passive aggressive behavior....and its all about control and stupidity...
people who don't think much of themselves or feel that "life ain't fair -cuz others got it better" often feel that its everyone else's fault that they ain't got whatever (big/hot job,fame,wealth, degrees, power, respect). Their delusions and frustration are the source of the stupid passive aggressive behavior...walking slow ,standing in front of open doors to chat, walk in front of cars against the light...they "know " that most people wont do anything except looked pissed.. They enjoy the power to do what they want and enjoy making the other guy frustrated/pissed -like them.
Its a convoluted --do unto others...stupid and irrational...too bad they will contribute to the gene pool.

I have seen that. Also if you are driving behind their car they will slow down to a crawl. It's a control thing. They are also [not all but many] very slow at the cash register, you have to think it's on purpose to make us wait.

yeah i was pulling into school the other day and this Black kid was walking really slow infront of my car, i mean he wouldnt move i honked, but when i revved my engine he moved. not all of them are this way though.

The only time I've experienced that is with teenagers-- of all colors.
