No, it is not.
There are several purposes to rain.
Firstly, the storms dissipate the energy in the atmosphere. If that didn't happen enough, we would be getting super storms. The cool rain also cools the ocean locally. The clouds that the rain comes from also increases the albedo (reflectance) of the atmosphere, reducing the warming from the sun.
The rain also absorbs carbon dioxide, oxygen, and various pollutants from the air. By dropping them to the ocean, it cleans the atmosphere and also adds to the nutrient value in the ocean.
Of course, the rain also minutely reduces salinity in the area, but I don't know as that is of any consequence.

How do you think the oceans and other water ways stay at the depth they are at? water evaporates over time doesn't it? Plus it puts oxygen into the water for fish to breath. Also the oceans covers more "land" than land does so where else is it going to go? There are many reasons the rain needs to fall into the oceans!!! This is all I could think of with out having to really put a lot of thought into it.

No. The oceans cover 3/4 of the Earth's surface. While the rainfall over the ocean is probably less than over land, if all the rain fell only over land, you'd have massive flooding every year and much of the Earth would be too wet to be usable.

um, I am sure evaporation happens. It must rain over the ocean to counter evaporation.

Just ask anybody who was lost at sea what their opinion is on getting potable water when they were adrift and you will see that it was definitely not useless.

Absolutely not. It puts oxygen into the water and sustains sea life.
