There is no bar on foreign-born UK citizens becoming PM. America is one of the few countries which has a hang-up about this. As well as Peter Hain, Patricia Hewitt is foreign-born. Prime Minister Andrew Bonar Law (1922-23) was born in Canada, though until 1947 all Canadians were British subjects anyway.

Peter Haine was born in Kenya and lived as a child in South Africa. He fought through the 60's and 70's against laws in South Africa such as detention without trial,only to vote for it here some years later. This man is in line to be Prime Minister in the not too distant future. He has already been leader of the house.
