First thing first, make sure that the level your enemies are is shown in a color yellow. This means that they put up a moderate fight (green means easy, red means hard). The colors are pretty much proportional to what your level is so if you are level 6, then a level 6 monster would be yellow and a level 4 would be green.
The harder the mob, the more exp you get (yellow mobs give more exp then green mobs).
Find a routine that allows you to quickly kill a mob thats yellow color and just repeat this process. Remember, fighting green level mobs will not get you anywhere.

do quest is the easiest way to get some exp. from 1-20 is not that bad as long as keep up with the quest and can do it fast. once you hit around mid 30s it will start to take awhile and then towards 50s it basically on how fast you can grind and quest at the same time. at 60 just go to outland and its easy from 60-70

Your best bet is to quest really. Yellow or better quests will direct you to areas and monster that are appropriate for you.
Make sure what you are killing has its level in yellow or better. The green level of experience isn't worth the effort, and gray doesn't give experience at all.
Still the fast way to level is to combine questing with killing mobs.

Do not just grind, at your level there are tons of quests that require you to grind the very mobs you are killing, but u get more xp for proving you did it.
Also, questing is faster leveling than instances as well. Instances are mainly ran just for the gear (armor/weapons/etc) drops.
