There are many formulas involving the speed of light.
None should be considered as a definition for c.
Historically c gets into the Maxwell's equations of the electrodynamics as an universal constant that happens to be the speed of light in vacuum.
On the other hand the Newtonian mechanics says that the speed of anything including light is a relative quantity, not a constant.
Do you see the logical contradiction between the two major theories in Physics?
The remedy is the Special Relativity by Einstein.

The speed of light is a phenomenological parameter in present physical theory. That means it must simply be measured to determine its value. One goal of physics to find a theory in which such numbers can be derived from natural (Planck) units. We're not quite there yet.
