Yes. If you don't have a background in pattern drafting, I would suggest taking a look at the pattern and seeing where you need to add on inches (if it's not too far off from your size). Cut out a muslin mock up thats your estimated size and baste it together. From there you can determine what needs to be taken in and what needs more room. Pin it, take it off and mark with a pencil, then rip it apart and lay it flat to modify your pattern. It would be helpful to buy a french curve set in order to "true" the armholes and other curved areas. If you could buy a book that gives you addition information on pattern altering, that would be best.

You can, but it will change all the angles as well. The darts and openings will have to be re-sloped. It's a pretty advanced technique - there are books that can show you how. If you enjoy vintage styles, you can get many patterns in modern sizes from Folkwear. http://www.folkwear.com/retro.html I have several of their patterns and they are great.
