Propaganda is a type of message aimed at influencing the opinions or behavior of people. Often, instead of impartially providing information, propaganda can be deliberately misleading, or use fallacies, which, while sometimes convincing, are not necessarily valid. Propaganda techniques include: patriotic flag-waving, glittering generalities, intentional vagueness, oversimplification of complex issues, rationalization, introducing unrelated red herring issues, using appealing, simple slogans, stereotyping, testimonials from authority figures or celebrities, unstated assumptions, and encouraging readers or viewers to "jump on the bandwagon" of a particular ideology.

Propaganda is something that the powers that be find to be uncomfortable dangerous or wrong

Were the Hungarian freedom fighters terrorists ?

Were the Americans who fought their Kings army for Independence hero's or traitors ?

Is "loose change" propaganda ? From the governments point of view yes it is - It contradicts what established American authorities say is true.

Is it a brave message of truth or subversion ?

Propaganda is when the government or any group puts out advertising that demeans another group.

I don't know what you mean by "loose change".

Loose Change is not propoganda, because it wasn't created by the US government. It was created by some dumbass college student who wanted to be our generation's Che Guerva. His facts falls flat under scientific testing conditions.
