I think that will lower the part of your score where they ask "Is he too dumb to follow simple directions?"
If you haven't mailed it maybe you can get a replacement one if you call and say the original was torn in the mail. Read the directions carefully on that new one.

The main reason for this instruction is that most people's writing is more legible in uppercase. So if your handwriting is clear and legible, it might not be a problem. However, as most answerers have pointed out, the university could be unimpressed because you have failed to follow a simple instruction. I would recommend getting another form and completing it as they have asked you to. When something big is at stake (such as a place at uni), play it safe!

Simple. Your application will be rejected summarily since you have not carefully read the instructions to fill up the form in CAPITAL LETTERS.

You have just shown the uni that you are unable to follow a simple instruction and fill out a form properly. I think you should get a new form if possible and fill it out properly.

What happens? Well,
* they may reject your application,-- and you cannot afford that! So, send another one fast, and ask that they destroy the previous one.
* if your handwriting is neat, [That is the only purpose of that instruction!] + the dealing admin staff member is in a good mood!, your app may get accepted to the next stage.

When it comes to equally good candidates the one who can follow instructions properly, will get the position.
I'd resubmit it, correctly this time.
