Formality promotes boundaries between offices
and enhances the idea of "official communication."

That in turn discourages unofficial communication,
which includes harassment and solicitation to
corruption.

You don't want someone to do something because
they are your friend.

You want someone to do something because it
is their job.

You get the idea.
