walking down the street or through the mall, standing or sitting doing nothing....always smiling. What do you think about that?

There are two possibilities. One is that the person is fully self contained, content and self assured. The second is that the person is a moron, and smiles because they have no brain.

Do you know somebody like that, really? Have you been following this person and that is why you are 100% sure that he or she is always smiling? Seems to me that this person doesn't have problems or maybe have problems but doesn't care about them! Could this person be under the influence of some kind of drug? I know someone who smiles a lot but I am sure if is all the time, but he is nuts and homeless.
