carburetor needs cleaned..take it apart clean and then put it back together "use carburetor cleaner" to clean everthing.

changing oil would do nothing as it has nothing to do with your problem! you don't say what kind of mower it is either!! if it is the type with a diaphragm in the carb then you need to change that as it is either stiffened up or has a hole in it..if you prime it and it runs for a few seconds then cuts out,, that is your problem.. the float and bowl carbs are another service charge!!

May be some junk in the gas from the storage can. This can block fuel lines and filters. Make sure you are getting gas to the carb.

Sounds to me like you are not getting enough gas. I would change the spark plug and try and adjust the choke.

check air filter and carburetor. Clean them thoroughly. Also check spark plugs.
