most don't. I don't know of any here. There are competing jurisdictions for the state and local police for instance, especially of small towns, but if the town is over a certain population it is the locals responsibilities. They can, and do, call in the state police, especially in homicides!

Sometimes they do have issues, and sometimes the court gets involved as they can't write something constitutional. School funding is one of those issues. The state settles most issues by passing a law (How else)! And even then it ends up in the supreme court at times!
