Not by definition. Sociology would instead use the term 'ethnicity' to describe the shared ideals/values/attitudes that your questions suggests.

most important would be the culture that accompanies the race (there are many races that have the same skin color) a good example is Arab and Islam-same skin color but cultures are a LITTLE different-huh
if you're talking two people from the same country then color is the primary difference

No.
According to biologists, people who are tall have more in common than those of the same race.
Race is a 'red herring' as far as humans go; nothing can be inferred or concluded using the minor differences in skin tone, hair texture or eye shape.

Yes, it is more. Skin color is just one part to it. Other aspects are culture, language, geographic location, and history.
There is no "white race." There are Caucasians, Nordics, Slavs, Anglicans, Saxons, Hispanics, Celts, Romans, Greeks, and many more.
There is no "black (or *****) race." There are Nubian, Ethiopian, Pygmies, Moors, Tutsies, Kongos, and many whose names I cannot pronouce or even spell!
There is no "Asian race." There is Chinese, Koreans, Japanese, Mongoloid, Turkistanish, Indio-Asian, and more.
And the list goes on...

It's a social construct devised to divide human beings.
There are phenotypes-our coloring, ethnic markings, etc. and cultural is a set of norms, values, etc. that individuals or groups adhere to and/or cherish.
