Your information is correct. States (and nations) with the death penalty have higher murder rates than states that do not. The stats are easily available. People can take look at the Death Penalty Information Center, for the numbers of executions in individual states and compare them with FBI stats on crime rates. (Specific sources listed below.)

As of now, 48 states have life without parole on the books. It means exactly what it says. Juries in the death penalty states now have the same opportunity as citizens in other states to sentence murderers to life without parole.

Your question about why murder rates are lower in non death penalty states is a good one. The reason may have to do with an unwillingness to take a hard look at what does and what does not work to prevent or reduce crime, and, instead, to go for eye for an eye reactions (which may give some people some satisfaction, but does not appear to do anything else.)

States with the death penalty have lower murder rates than states WITHOUT the death penalty because the death penalty is a very effective deterrent against murder.

Well, by and large, that's not correct.

But also, Red States (there's a close correlation) don't prosecute murders unless the victim is white, and not hten if they're homeless or gay.

Which, BTW, is why there's a new hate crimes bill--to give the federal government autority to step in when the neocons let murderers go free just like they used to let white racists go free when they lynched blacks.
