I want to play newer pc games but i need a graphics card with pixel shader. I don't care so much about perfect graphics, but I do want a smooth running game and I want at least less than 100$

You need to spend around $100-$120 for a card that will do a really good job with games (and nowadays, just $75 for a decent card like the GeForce 7300GT).
Video cards under $75 are just a waste of money for gaming. You're better off waiting a month and spending another $30 than buying a $50 card. And yes, NewEgg has great prices.
