I'm thinking I need the M1xV1=M2xV2

Uhhm... don't use M1xV1=M2xV2. It's for dilution problems and you can't use that for this problem coz you don't have M1 and V1. (v1 is volume of solution not volume of solvent)

Use this formula instead:
mLM acid * ratio * (MW/1000)
=30mL * 0.05M * (2NaOH/ 1H2SO4) (40/1000)
= 0.1200 grams

3 millimol of NaOH or 3x40 mg = 120 mg
