It could indeed be your heater core. But, does it smell like antifreeze/coolant or is it odorless? If it smells like coolant, it probably is your heater core. If it is odorless, it could be a leaking seal around the windshield that is allowing the water to flow to the lowest point which would be your floorboard.

If the water is discolored it's probably coming from your heater core. If it's clear then it's likely a windshield seal or the weatherstripping around your door is not sealing properly.

If it is water the A-C drain tube is pluged on the bottom of the heater case.Please have this checked to see if it takes care of the problem.If this is the problem it can be cleaned out so the water will drain outside the car not inside.
