yeh id have to agree on the 6.1liter HEMI engine with 420lb-ft of torque. Some of the HD. The Ford Superduty and Chevy HD 's top turbodiesel choices make 570lb-ft and 650lb-ft respectively and are under $40k. Oh yeah also Dodge's Cummins turbodiesel makes 650lb-ft of torque....If you want to drive a nice car and feel the torque.. The BMW335 (I6 turbo)makes 300hp and 300lb-ft of torque throughout most of its powerband and goes 0-60 in under 5 seconds....

No doubt, it would have to be the Grand Prix GXP/Impala SS/ Monte Carlo SS. All use the same 5.3L V8 and come with 323ft/lb's of torque.
The Mustang GT. It has 320ft/lb's of torque
The Dodge Charger RT with the 5.7L Hemi has 390ft/lb-s of torque.
These all use V8's, so naturally they put out good amounts of torque.
V6 cars are generally about the same, ranging from about 210ft/lb-s on the bottom end of the spectrum to about 270ft/lb-s at the higher end.

It all depends what you want the torque for?? Do you mean for towing? Then you should go with a Nissan Titan... You can get a nice crew cab 4X4 for just under $40,000.. or you want fast and furious torque?? then get a Subaru WRX.. fast cars..
