If you have one more test to take to try and earn that C grade, you'd need a 74.

If each test grade is 100 points, then you need 280 points total out of 400 points to get a 70%.

You have 75+63+68=206 points so far. You need 74 to get to 280. Your test score must be greater than or equal to 74%, given that all test have the same point value.

Easy. 75 + 63 + 68 = 206 / 3 = 68.67, or 69%. To get a 70 or higher, you would have to score greater than or equal to 74. This is what he/she means by inequality.
