i think place and time do matter because if you say it in a crowded area it doesn't impact the person as much as if you were alone relaxing together. It just makes it special cuz then you are only saying it to that person, the one person that really matters to you.

I tell my boyfriend all the time that I love him in any and every way there is to tell him.
