carb problems by the sound of it. no fuel or not enough will keep a bike from running. check fuel lines/filters.

I would first check to see if the proper amount of air is getting to the engine I had a small bike a few years back that sounds like it had the same problem. When ever i would rev the engine and it needed more air for the fuel amount the engine would just bog down and crash.

Depending on the year and mileage, it might be time for an engine rebuild (cylinder, piston & rings).
If it's a 2 stroke engine, the exhaust pipe could be cloged up.
Before tearing you scoot apart, check the compression.
Remove the spark plug.
Put you finger over the hole.
Try to start the motor.
If the compression is good, your finger should blow off the hole (with good force - don't worry, you won't feel a thing).
Another thing - check the air cleaner. Scooters don't run well with dirty air cleaners.

It sounds like it could be a charging system problem - if not, check your fuel line(s) they could be clogged.

Try the following:
1. Do a battery test
2. Check your alternator
3. Check your starter

Either you need a new sparkplug or you need to clean out your carbuator.
