Growing up my Dad worked at the power company, the line crews were on call to the fire department and responded as fast as possible. The house breaker are usually good enough to let the firefighters do their thing, and they could often flip those. But a power company lineman always came as quick as possible to disconnect power to the dwelling.

Yes, typically they try to kill power to the structure. This is why exterior disconnects are now required by code.
