climate change, conduct a study on them, and implament the top 1000 ideas that don't interfer with any other area of government, society or business' in any negative way and that can be translated into legislation every year?

The general public is too ignorant for these sorts of things. Better to get the general public to DO things that make sense in terms of energy conservation etc. That has a much greater return on investment.

How about we push people to do easy things like low water use toilets, fluorescent/low energy bulbs instead of incandescent, being mindful of when they do laundry, etc. etc.

This is absolute insanity.

They'll probably do it, though. Sounds like a hell of a good way to waste a billion dollars and pass 3 laws per day. That gives everyone a chance to fatten up their Presidential Resume.

sure, but also they must ensure that climate change is really the fault of humans, and not the increasing temperature of the sun, erosion of earths orbit, and gravitational change of the planet.
