Yes it can. Its a form of tarnish, and it depends on your skin chemicals, as to how prone you are towards it. My husband and I had matching sterling silver necklaces (from a really reputable jeweler), his would always leave the green line and mine didn't. Clean your jewelery often if this is your problem.
You can also check the clasp. Somewhere there should be a tiny stamp with a number to indicate the percentage of silver.

Yes, genuine sterling silver can cause your skin to turn green as it is allowed by law to contain 7.5 percent copper.
Most of the time though, the discoloration is from tarnish on the metal - more of a blackish green, and simply means the jewelry needs to be cleaned. Some manufactures put a sealant over their sterling, to lessen the chance of this happening.

Real sterling silver will never turn your skin green, unless it's not pure and it's been mixed with any other kinds of metal. If you paid a large amount for this piece of jewlery (i'm assuming thats what you're talking about?), I would take it back to the store immediately and get a refund if it claimed that it was real.

Go yell at whoever sold it to you, because sterling should be very safe. Unless you have some sort of allergy to sterling...
