On most cars, the cooling fans will stay on for a brief period after you shut off the car to help cool the engine off but they should not stay on long enough to drain your battery unless you have a very weak battery to begin with. Not sure what the max time limit is but a service manual will help you diagnose the problem be it a relay, sensor, timer or computer. Cheap way may be to just wire an on/off switch on the dash in the circuit and just remember to turn it off when you leave the car and back on when you start. Hope this helps, Paul
