I have the same problem.
You should look at the selection Macy`s has to offer.
Nordstrom and WetSeal have nice ones too.
Or try looking in the kids section. You should be able to fit a 10,12,14,or 16 in kids.

I was going to say bebe but seeing as your only 13 AND skinny you most likely won't be able to find them anyplace. If your wearing a little girls size 12 and they fit you in the waist then you'd be better off at looking at childrens clothes and not juniors/womans. Your only 13 so even if you are a teenager your still a child when it comes to clothes therefore juniors wouldn't fit you. I think juniors is ment for girls more like 16+.

Debs, Forever 21, Charlotte Russe, Wet Seal, and 5*7*9 are all really good stores. They have sizes that start at 00. And they are cheap.

you def need to go to Vanity or Fashion City
at Vanity they have inseam, so you can pick out your waist size and your leg length size!they have jeans, sweats, pants, and dress pants! and at Fashion City, they have really cute jeans and dress pants there that range from sizes 00 - 12. here are the links:
