Where do you get the HM moves surf and rock climb?

Surf will be given to you by a lady in Celestic Town after you check out the cave there.
Rock Climb can be found on your way to Snowpoint City. It'll be hidden in the snow so just look around for it. It'll be near a house.

The TM/HM pass Deleter in Pokemon Diamond and Pearl should be recent in Canalave city, the southeastern city in Sinnoh.
