Are there restrictions for a witness who has been convicted of perjury once before?

No "restrictions" that I am aware of.

However, you know that the opposing side's lawyer will use the prior perjury conviction as evidence that the witness is dishonest, and therefore is untrustworthy (the same is true for any prior criminal conviction).

Don't know what you mean by restrictions. Generally, the person would not be precluded from testifying, but the testimony might be viewed as less reliable.

You will be much less believable to a jury or a judge.
