I can only assume you are asking what is required to use your computer to look at an uninstalled hard drive.

The bare minimum to operate a PC hard drive is power and an interface. They make inexpensive USB adapters with power that can connect any PC hard drive as an external device to a PC:

Of course, you actually need a PC to be able to "look" at the hard drive and browse it.
