Get a larger picture.

You can not do what you want with the picture you have.

The picture only has so much information in it, what you want to do is add more information by making the resolution on the picture higher. But where is that information going to come from?

You can increase the resolution of the picture by expanding the individual pixels to cover multiple pixels in a higher res image, but you can either just expand the pixels which will make the larger image look blocky, or you can interpolate the pixels which will make the image look blurred. Neither will add the extra information that you are looking for.
