The Queen was the heir to the throne of her father,King George VI.Prince Phillip is only a spouse. The Queen is the monarch,so while she is the regent, there can be no one wearing a title higher than she.The title "King" implies a monarch,a ruler;Phillip is not regent in the UK,Elizabeth is,so he's Prince Consort, husband of the reigning Queen.

Because she is the rightful monarch to the throne of England and a King would imply that he has the power and not her. He is only the husband of the Queen, who is in charge. He is not the one in charge, and thus is not the King.

Prince Phillip is not of English heritage, he's Greek, and a Prince in his own country, but, alas, they don't have a monarchy now. Duke is the highest English origin title he can hold on his own, but he can never inherit the throne on Elizabeth II's death, because he isn't English and must be content with Prince consort.
