I want to go back to my old job after i quit because of harrassment; my manager says the position is closed, should call HR and ask them to open the position?

Corporate rules decide this, not HR, not a manager.

It sounds to me like your old manager does not want you back, why would you want to force him into taking you back? If you thought it bad before, it would be a hundred times worse this time.

You can call HR and see what they say, but I will bet that you are not eligible for re-hire, which is the company's right.

Spend your energy finding a new job, not railing against the walls about your old one.

Gem is incorrect. The hiring manager has the final say on whether or not they have jobs available. Think about it ... if the hiring manager says there is no opening, how can HR overrule them?

Now, back to the original issue. If you really did quit due to harassment, did you report this to HR at the time? If so, you might have a legal case.

Never hurts to call, but most likely HR will have your termination information on file. Regarding who makes the decisions depends on how the company is structured.
