He is both. But he wants to hire another commander guy called a war czar. The trouble is no one wants the job. They want him to do his own job and be responsible for screwing up and not be able to blame it on them.
Bush also said he was a uniter not a divider. In some ways that is true. He has untied most of America and the world against him. From the battles I see on YA he has failed, again however because of the division between Americans for and against his policies has not been this great since the civil war and reconstruction.

Bush is a complicated man. He wears many hats, so many it's kind of hard to keep track of them all. I think he even has trouble keeping track - just listen to him give a speech! So whether you call him the Commander Guy, the Decider, or the Smirking Chimp, just remember how proudly he represents this great country; and how proudly other countries must now look at us.
