This morning my neighbor put about a hundred sheets of newspaper down on a patch of dirt next to their driveway, each held down by a large rock. A couple of hours later, a dump truck came and left a massive pile of dirt on top of the newspapers and rocks. Is there any reason for doing this?!?? it seems so bizzare to me. I would ask them but they are Russian and there is a little bit of a language barrier.

That's strange. I've never heard of that. Maybe they were just marking the spot for the dump truck to leave the dirt?? Maybe they didn't want the dirts mixed?? LOL! I have no idea.

The newspapers break down nicely into mulch and are a great barrier against weeds. Many people use the black tarp like things, but paper works better and is more environmentally sound.

The papers were used for weed blockage and holding moisture. They do both well. Bet he removes the rocks when he levels the dirt.

possibly to keep weeds from growing from the old dirt/soil.

The first answer was correct but he or she left out that they will be planting veggies like tomatoes or peppers
