Are you selling papers, individually? Or the design for the paper/pattern for someone else to produce and sell?
For the first, I would start with giving out samples to local scrapbooking shops, putting it on Ebay, and if you can, create a website. Start with as small a customer base as you can handle, and let it grow naturally and within your production abilities.
For the first, contact the various scrapbooking companies out there, like creative memories. If you call or write them, telling them you have a paper design you are interested in showing/selling to them, they will let you know what steps to take; whether it is sending them a sample, a picture, and a proposal, or what.
