My sister is 18 immature/naive/sweet person but messing around with her ex bf who has gf. It has only been 3-4 times but the last time they had sex they did not use a condom she is on the pill but is very forgetful about taking it.She also acts like pregnancy will never happen to her !Why do my sister and other girls behave like this not beeing consistant about taking the pill but expecting it to work?

A lot of girls (and let's face it, people in general) have the idea of "it will never happen to me." I'm not sure where we get it from, but everyone thinks that way sometimes.
Also, some girls want to get pregnant, thinking it will get the guy back. They think that the guy will step up, take responsibility, and be back in their lives. Most of the time, this isn't the case. The guy leaves, or the girl decided she made a mistake. Other girls see this, and the cycle of "it won't happen to me" begins again.
And sometimes, girls are really ignorant towards the birth control method they use. They don't fully understand how they work, how to use them, and how to keep them working. For instance, many girls don't know that it takes a full cycle of the pill before it is effective. So, many times, the girl will start on say monday, and have sex four days later thinking they are protected. But they won't be until 4 weeks after the first monday.

You already asked this. Relax. It's not a "mind set"... it's just not being mature. You're getting way too worked up about this, it's not going to help your sis out, which I'm sure is what your intention is... maybe you should talk to a professional about how you can be supportive without going overboard... you'll just push her away. good luck~

I think that lots of them secretly wish to be pregnant so that they can "keep" their bf forever.
I've seen lots of teen girls do this and the guy NEVER sticks around.
Having children changes your life like nothing else. It grows you up really fast - I wouldn't recommend it.

being young dumb and full of *** dont always work out and when the baby do come the first thing they want to do is get a abortion she'll learn

they are young and stupid and believe pregnancy happens to other girls not them i too learned this lesson the hard way
