Hurricanes have historically killed many many thousands more people across the world.
in the United States the deadliest tornado killed 695
the galveston hurricane killed 8000+, you would have to go down to number 6 before reaching the very worst tornado death toll
overall, in 1780, 22000 were killed in Martinique,St. Eustatius,Barbados,Ships
Hurricane Mitch killed 11000 in central america, honduras and nicaragua
those numbers dont come close to what has happened in bangladesh where appx 300,000 died in 1970

If you include the cyclones in the Indian Ocean, I'd say hurricanes. Those have killed several hundred thousand at a time in Bangladesh and India.
If you stick to the USA, it's a tougher call. Hurricanes will kill more per event, but there are a lot more tornados than there are hurricanes, so it probably evens out in an average year. Years like the ones with Katrina would go to the hurricanes, it would take an awful lot of tornados to kill 1800 people.

All of y'all are wrong. I work for the National Weather Service in Norman Oklahoma. Historically tornadoes have caused more deaths than hurricanes since these storms have been recorded. Storm records date back to the 1620s
