Get 250 pts. and you'll be on level 2. Then you can "rate" answers with "thumbs up" and "thumbs down." Just click on the “thumbs up” icon to give someone a “thumbs up” and show you approve of or like their answer; same but reverse meaning with “thumbs down,” click on the icon to show you disapprove or don’t like the answer.. It doesn’t cost you any points to “rate” an answer but, once you do rate, you’re stuck with that rating. You can’t later change your mind and decide they don’t deserve the “thumbs up” or have regrets about giving a “thumbs down.” They’re forever.
Stars are ways to show approval for questions. You click on the star icon to give a star, click on the same place to remove your star after you give it. No points involved..
Answer a question and get 2 pts. Ask a question and lose 5 pts. Choose the "best answer" to your question and get 3 of those 5 pts. back. Be chosen as "best answer" and get 10 pts. plus 1 bonus pt. for each "thumbs up" your answer received. There’s no deduction for “thumbs down.”
Vote for "best answer" on unresolved questions “in voting” and you get 1 pt. per question. You also get 1 pt. every day for just logging in. It’s as easy as that!
Good luck, you'll be on level 2 in no time and then aim for level 3 (1,000 to 2,499 pts.)

Questions no longer have a thumbs-up or down option. Questions get stars or nothing.
Users click thumbs up or down depending on how they agree or disagree with an answer. Also, getting flagged will get an answer a thumbs down.
All you have to do is click on your thumb of choice.
Because this question is categorized, it may go "poof" and be gone soon. Be alert to the steps when posting questions so that doesn't happen to you too often.

You can use thumbs up when you are level 2 or higher... You can show if you agree with what they wrote or if you disagree. Then if it comes to voteing on the question instead of best picked by asker, if you win the voteing then you get extra points for the thumbs up you received

It is just people agreeing or disagreeing with your answer. Some morons will go around giving thumbs down without even reading the answer. I don't pay too much attention to them because people don't know how they want to vote.

If you think an answer is a good one, you give it the thumbs up. When you vote for best answer, you don't have to worry about how many thumbs up/down it has - you vote for the answer YOU think is best

whether you agree with the response or not. when you give a thumbs up and that answer is chosen the best, then each thumbs up is an extra point for them.

you can only give thumbs up after 2nd levil
and after 3rd or 4th I think it is you get an extra point
