No, but you can petition your politicians to drive towards becoming independent of foreign oil. This will spawn cleaner energy vehicles.

I would love to purchase a hybrid...but can't afford it.

When hydrogen cars become popular, then the air will be much cleaner.

Sounds like this question is from a disgruntled smoker who is losing more and more places to smoke, not an environmentalist.

Be that as it may...
1. I doubt that exhaust fumes belched into the open air are any where near as toxic as directly inhaled cigarette smoke or second hand smoke.
2. Even if it were, there is a huge benefit we get from cars. In some places cars are an absolute necessity to live and work. No one needs a cigarette in the same way as they need a car.
3. Americans are (despite the wishes of the current administration and the fossil fuel industry) indeed interested in turning off that key - as long as it does not cost them too much. But by an large they are willing to pay a little extra for cleaner air and better fuel efficiency, but not too much.

But in the end, the best thing to happen to the environment since the dawn of the industrial revolution is not policy or control, it is the prospect of $4.00/gallon market-priced gas and the near certain knowledge it will never be cheap again.

No because they are neccessary for the quality of life that people live in today. If you don't like it move to Africa or some other third world nation. They don't have many automobilies in those regions. You can live happy ... with malaria.
