That sounds like the Fast and the Furious with Paul Walker and Vin Diesel. Is there a scene where the cop races the top thief, loses, saves the thief from the cops, and falls in love with his sister? If so it is the Fast and the Furious. Or is it Super Car Criminals or Deadline Auto Theft?
