Window security film coverings are available from a number of sources. However, note that while they are capable of withstanding bullets or baseball bats (and I assume hammers) their potential weakness is how well they are bonded to the frame. So they are an option but investigate carefully before deciding. See the links for further information.

There are a few companies in my area that specialize in this line of work. They somehow are able to pull a vacuum in the window and then replenish the argon fill. This is, in my humble opinion, a temporary fix at best. The window only lost it's fill because one of the seals has been leaking. As there is no significant pressure inside the window, it takes a while for a leak to deplete the fill gas. Be assured, that even if the gas is replenished, it will deplete again. I would advise replacing the window. The energy-efficiency of a double pane window is around R-3, without the fill, it is much closer to the R-1 of a single pane window. All it does it keep the cold air out.

There are clerestory windows that are high up near ceiling and often so narrow that someone could not climb in them. That would be a deterrent to house break-ins.
You could also try using glass blocks for light without ventilation. They are of such strong glass that a hammer would only chip them and even a pick ax would not make a quick hole through them.

No offense but WOW! I hope you don't strictly experience "hammer" attacks to your windows? I might consider re-locating... :)
Certainly in your case if aesthetics aren't a major concern, and your budget allows, you might investigate "Plexi" similar to what banks and some convenience stores use for security. It's optically acceptable, and often thick enough to allow your notion of hinging and using in multiple ways...Yes that part is a good/valid/viable idea.
