Employers use that term to describe an employee who doesn't need a lot of traing, supervision (ie works well independently), or contact with the boss. Someone who doesn't cause problems, doesn't complain, and doesn't need discipline, etc.

An employee that can do the job with minimal supervision. Someone that doesn't constantly ask questions, or ask for days off. One who is consistently on time, and rarely misses work. An employee who doesn' t make a lot of waves, nor asks for much. The term kind of speaks for itself.
