Because he is a complete tool who has no experience in foreign policy and it stands out like a green hat with an orange bill.
He has consistently lied to push agendas. He refuses to listen to the wishes of the American people. He has his own interests in mind. He STILL to this day hasn't caught Osama Bin Laden. We have been in Iraq for far to long. He is completely out of touch. He is warlike and aggressive.
I could go on....but I think this paints the best possible picture of his approval rating.
He will indeed go down as one of the worst presidents in the entire history of the United States.
BTW it isn't the "liberal" media reporting this. Fox News does quite a good job of reporting his approval ratings as well.

It's not just "second term-itis", although that is a factor (all Presidents' approval ratings drop in their second terms - people just get bored and fed up with the same old, same old). What is notable about Bush is, he had a very bad start. Before his re-election, he had approval ratings below 50% - I believe historically the lowest for a President who was re-elected. He had the worst polling numbers within 100 days of his inauguration. Most Presidents are re-elected on a wave of public approval. He was not.
The war is unpopular (war is a quick-fix for poor poll ratings, but over time, people tire of it), and the incompetence of many Bush appointees (with the notable exception of Condi Rice) is very unpopular, but at the end of the day, as Bill Clinton once said, "It's the economy, Stupid". After the Clinton years during which average Americans saw a tangible rise in personal wealth, the productivity gains and modest tax cuts (for most people) of the Bush era have not translated into net economic gains for the middle class. In fact, most people are worse off than they were under Clinton, due to the increasing cost of living (healthcare, gas, etc) and people are increasingly realizing how unstable the underlying economy has become. There was a recession starting in Bush's third month in office, and the country will probably re-enter recession before he leaves office, only this time, we can't spend our way out of it because we're so deep in debt and are spending hundreds of billions on an ill-planned foreign war.
I predict his numbers will bottom out in the low 20s. The only people really supporting him now are his die-hard worshippers. I doubt that he much cares. Even bad, unpopular U.S. Presidents are set up for life, and in death their faults are largely overlooked and their accomplishments are lauded.
I don't think the history books will treat Bush very favorably. At most, they will applaud what he TRIED to do, but couldn't even accomplish with a Republican-controlled Congress. In fact, I think history will treat that Republican Congress and Senate even less kindly, for not doing their jobs.

Because us Americans are tired of his bullheaded policies that are clearly benefiting his interests and not those of the peoples. The war isnt helping one bit either. Neither are the constant scandals that point out he puts his buddies in power positions with no regard to how they will actually perfom their duties for the American people. I could type these for a good long while but I will stop with those examples.
And it is not what cons will say that the people polled are the ones the liberal bias media pick and choose so it makes the president look worse than he really is... it is really this bad.

The fundamental idea of removing Saddam was an excellent idea. As John McCain said from the beginning of the war,"You have got to dedicate more troops to secure the country after-wards Mr. President." All along he has been saying this.
If Iraq were a self sustaining democracy today Bush would begrudgingly be called an American hero.
With Iraq on Iran's western border and Afghanistan on Iran's eastern border something tells me this was no accident. Iran's extremist terrorist regime is the monetary head of terrorism throughout the middle east. They are under immense pressure to gain nuclear weapons as it is their last vestige to keep their extremist grip on the pro-western population of Iran. They are beginning to tap into their social funds that support the vastly unemployed young adult population within their country. They are about to go bankrupt and this America's doing.
By invading Iraq and Afghanistan are taking out Iran also with economic pressure. An invasion into Iran would cost tens of thousands American lives. Hence three tyrannical regimes are being removed with the least amount of American lives lost.
There were screw ups and bad decisions and WMD'S or not it was a fundamentally good idea to take out Saddam. I wish the current administration would have listened to John McCain and things would look so very different in the middle east today.

Obama is going to scouse borrow Carters crown in history.

A lot of people blame "liberals" for his poor performance. However, most people are smart enough to realize when they've been lied to and fooled. Iraq was nowhere near nuclear weapons development to the point where the "smoking gun being in the form of a mushroom cloud" as he said. I believe most people are simply fed up with the constant, repeated and outlandish lies combined with the cronyism, which wouldn't be so bad if it weren't for their complete ability to be so inept (heckuva job!). Let's face it, this administration has been one failure after another with no end in sight.

Tell me the last time you saw a positive article in the press about our President. Tell me the last time you have heard the opposing party call him a liar , and that he is stupid. If you repeat a lie enough times , people will believe the lie. This is the main reason for the low poles today. Thank God our President is more concerned about protecting our country then listening to poles that were cherry picked.

While the US has a history of imperialism, deep cruelty, and mass murder, including slaughtering one million civilians in the conquest of the Philippines, legalizing the institution of slavery, and committing the Native American genocide, by World War II America had arguably begun to demonstrate a reasonable level of commitment to humanitarian ideals. While it was a long, painful process, Abolitionists, Women Suffragists, Populists, Labor Activists, Civil Rights Protestors, and the like forced the United States to strive for truly noble causes. From the end of World War II up until the 1960's, one could reasonably conclude that the nation primarily responsible for the defeat of militaristic fascism in both Europe and Asia had earned a degree of moral authority, in spite of its remaining flaws.

Because people are finally realizing, as did many of us long ago, that he is a smirking lightweight and liar. He has probably lied all his life and I'll bet the people who knew him as a child could verify that. This may go down as the US's most disatrous administration, a real history-maker.
