I have an acer laptop and it switch on and off it's fan at a fixed interval, I know it's useful but still find it annoying sometime, and the air it's blowing out ain't warm or hot (nice and cool) and maybe the fan isn't needed to turn on all the time?

The fan will be temp controlled within bios and it's factory set. Trying to alter this will invalidate warranty and likely lead to overheating and failure.

Remember it's not JUST the CPU that fan is cooling, could well also be ventilating other stuff like video system and ram, which although not AS hot, does need cool air to keep it running optimally.

you never want to turn off your fan, in fact its usually good to have extra fans...it will cost more to replace burned up parts than the be inconvenienced with air blowing on you..however, if you want it off...open up the case and unplug it...its your money...not mine...but this is your warning, those parts get hot real quick and will not be nice to fix/replace

leave the fan alone messing with it could cause problems you don't want
