1. After you've shaved, don't shave again until the hair has grown back enough that you don't have little bumps and sore bits, say about a week between shavings. Go with the grain until you're down to stubble, then go against it - otherwise it feels lovely stroking down but stroking up feels like a doormat!! Plus use a fresh blade EVERY time - you can use it again to do legs etc but not your ladybits.
2. I've tried all sorts of things and have come to the conclusion that good old fashioned men's shaving soap - the kind you get in a dish, or in a bar - is the best, or Palmolive shaving soap that comes in a dark green squeezy tube is wonderful too. It's got no perfumes or any crap like that, it doesn't leave a horrid residue that blocks your follicles and gives you razor burn, plus it's miles cheaper than these gimmicky gels sold for women.
Also ALWAYS moisturise afterwards.

Depends on the rate of regrowth...
You'll have to try different things til you find one that doesn't bug you...everyone, especially sensitive folks, is a little different.
Frequency...I know a guy that got 'shaved' by his buddies at his bachelor party as a prank...the rub was he had to keep it like that for weeks...as his gal wasn't into pain and the 'stubble' as it grew back in was...well...not comfortable. You'll need to shave often enough that it stays comfortable for you and anyone you might be shaving for...

A mach 3 razor, go with the grain, you can do everyday to avoid itching, baby oil gives a smoothe finish but you will have to replace blades more often.

You don't have to shave, you could always trim it down there.
I use Magic Shaving Powder, and I've had no itchy rashy issues with using it.

well you should probally shave once a week or so. and i guess you should use shaving cream that is made for sensitive skin.
