Yes, manufacturers pay the retailer to place their products in their stores and they select where their products are placed.

No, retailers do not. Products for large companies like Wal-Mart, etc. have merchandising plans they have to follow but also vendors have their own merchandising reps. The reps vie for key positions on shelves or in key positions.
